وتم التشديد كذلك على أن الحقوق الإنجابية " تستند إلى الاعتراف بالحق الأساسي لجميع الأزواج والأفراد في أن يقرروا بأنفسهم بحرية ومسؤولية عدد أولادهم وفترة التباعد فيما بينهم وتوقيت إنجابهم، وأن تكون لديهم المعلومات والوسائل اللازمة لذلك، والاعتراف أيضاً بالحق في بلوغ أعلى مستوى ممكن من الصحة الجنسية والإنجابية.

This meant that family planning became an instrument to control population growth rather than to protect and promote " the basic right of all couples and individuals to decide freely and responsibly the number, spacing and timing of their children and to have the information and means to do so, and the right to attain the highest standard of sexual and reproductive health " .9
وهذا يعني أن تنظيم الأسرة أصبح أداة للتحكم في النمو السكاني وليس بالأحرى لحماية " الحق الأساسي لجميع الأزواج والأفراد في أن يقرروا بحرية ومسؤولية عدد أطفالهم والمباعدة بين ولادات الأطفال وتوقيتها، وأن تتوافر لهم المعلومات والوسائل اللازمة للقيام بذلك، والحق في أن يبلغوا أعلى مستويات الصحة الجنسية والإنجابية وتعزيز هذا الحق " (9).
