٠١ - ان عمليات الاتصالات والانتشار والتنسيق السريعة والعالمية النطاق بشأن الاكتشافات العلمية تعتبر ذات أهمية رئيسية في عديد من فروع البحوث الفلكية وتشكل واحدا من المهام الرئيسية للاتحاد الفلكي الدولي .

٣٢ - أصبح واضحا من تشغيل المراصد الفضائية الفلكية خلال السنوات الخمس والعشرين الماضية أنه لا يمكن الحصول على الكثير من المعلومات اللازمة للتغلب على المشاكل الرئيسية في الفيزياء الفلكية وعلم الكونيات الا اذا أتيحت لﻷوساط الفلكية كلها امكانية الوصول الى جميع مجالات الطول الموجي .
