39. Pursuant to its resolution 24/21, the Human Rights Council held, at its twenty-fifth session, a panel discussion on the importance of the promotion and protection of civil society space.

1. Welcomes the holding on 11 March 2014 of the panel discussion on the importance of the promotion and protection of civil society space and the summary report thereof;

84. Reference is made to the summary report of OHCHR on the panel discussion on the importance of the promotion and protection of civil society space, held at the twenty-fifth session (A/HRC/27/33) (see para. 39 above).

82. Pursuant to Human Rights Council 24/21, OHCHR organized a panel discussion on the importance of the promotion and protection of civil society space at the twenty-fifth session of the Council.

It summarizes the discussion in four parts: the importance of the promotion and protection of civil society space; the challenges that States face in their efforts to ensure space for civil society; experiences, lessons learned and good practices with regard to space for civil society; and strategies and steps that could be adopted to ensure a safe and enabling environment for civil society.

4. Emphasizes the importance of civil society space for empowering persons belonging to minorities and vulnerable groups, as well as persons espousing minority or dissenting views or beliefs, and in that regard calls upon States to ensure that legislation, policies and practices do not undermine the enjoyment of their human rights or the activities of civil society in defending their rights;
4- يؤكد أهمية الحيز المتاح للمجتمع المدني في تمكين الأشخاص المنتمين إلى أقليات وإلى فئات ضعيفة، فضلاً عن الأشخاص الذين يتبنون آراء أو معتقدات مخالفة أو لا تتبناها إلا أقلية من الناس، ويدعو الدول في هذا الصدد إلى الحرص على ألا تؤدي التشريعات والسياسات والممارسات إلى تقويض تمتع هؤلاء الأشخاص بحقوق الإنسان أو تقويض أنشطة المجتمع المدني في الدفاع عن حقوقهم؛

75. In accordance with its resolution 24/21, the Council will hold, at its twenty-fifth session, a panel discussion on the importance of the promotion and protection of civil society space, which will, inter alia, contribute to the identification of challenges facing States in their efforts to ensure space for civil society and lessons learned and good practices in this regard (see annex).
75- سينظم المجلس، في دورته الخامسة والعشرين، وفقاً لقراره 24/21، حلقة نقاش بشأن أهمية تعزيز الحيز المتاح للمجتمع المدني وحمايته، تسهم في جملة أمور من بينها تحديد التحديات التي تواجهها الدول في إطار جهودها الرامية إلى ضمان إتاحة حيز للمجتمع المدني، والدروس المستخلصة والممارسات الجيدة في هذا الصدد (انظر المرفق).
