The role of coastal States in implementation of the Agreement

The Agreement has the mandate to conserve and manage non-tuna resources in areas beyond national jurisdiction of coastal States in the southern Indian Ocean.
وهذا الاتفاق له الولاية بالمحافظة على الموارد بخلاف أسماك التونة وإدارتها في مناطق خارج الولاية الوطنية للدول الساحلية في جنوب المحيط الهندي.

With respect to the laying of marine cables and pipelines on the part of the continental shelf belonging to the Islamic Republic of Iran, it should be clarified that there is no customary rule limiting the right of coastal States in this respect.
٦ - وفيما يتعلق بوضع الكابلات وخطوط اﻷنابيب البحرية على جانب الجرف القاري الخاص بجمهورية إيران اﻹسلامية فإنه ينبغي توضيح أنه لا توجد قاعدة عرفية تحد من حق الدول الساحلية في هذا الشأن.

Some delegations expressed the view that article 121 created a delicate balance between the interests of coastal States in the exercise of their legitimate rights to delineate the continental shelf and the interests of the international community in the delineation of the Area, as the common heritage of mankind.

(w) Seek greater participation of coastal States in fisheries activities being undertaken by distant-water fishing nations within the exclusive economic zone in order to achieve better economic returns from their fisheries resources and an enhanced role in regional fisheries management;

It also supported the early conclusion of a binding code of conduct affecting the exclusive economic zones and adjacent areas of coastal States in the region.

The view was also expressed that articles 5, 6 and 7 of the Agreement should be interpreted in a manner that was not incompatible with the sovereign rights of coastal States in exploring and exploiting, conserving and managing straddling fish stocks and highly migratory fish stocks in areas under their national jurisdiction.
