Established an internal committee to conduct periodic inspections of correction and rehabilitation centres in order to ensure that the working standards adopted in correction and rehabilitation centres are applied in accordance with human rights principles and international standards in various areas;

Security institutions spare no effort to train and educate security staff and staff of correction and rehabilitation centres about human rights, so as to enable them to better perform their duties in conformity with the regulations and laws in force and in a manner that reflects Jordan's adherence to international human rights treaties, particularly the Convention against Torture.
إن المؤسسات الأمنية لا تدّخر جهداً لتدريب وتوعية رجال الأمن وموظفي مراكز الإصلاح والتأهيل فيما يتعلق بحقوق الإنسان من أجل تمكينهم من أداء واجباتهم على نحو أفضل وبما يتوافق مع اللوائح والقوانين النافذة وبطريقة تعكس التزام الأردن بالمعاهدات الدولية لحقوق الإنسان، وبخاصة اتفاقية مناهضة التعذيب.

The staff of correction and rehabilitation centres receive most of the attention in this domain, through the delivery of correction and rehabilitation training programmes. Some courses are delivered locally, at the Kingdom's police academy, and others are delivered abroad, with officers and men being sent to other countries to learn from the experiences of prisons elsewhere.
ويحظى العاملون في مراكز الإصلاح والتأهيل بالجزء الأكبر من هذه الرعاية، إذ يتم عقد برامج تدريبية في مجال الإصلاح والتأهيل ومن هذه الدورات ما هو محلي، ويعقد في أكاديمية الشرطة الملكية، ومنها ما هو خارجي، حيث يتم إيفاد الضباط والأفراد إلى دول أخرى للاطلاع على تجاربهم في مجال السجون والاستفادة منها.

The National Centre for Human Rights has run training courses for administrators of correction and rehabilitation centres, criminal investigators, and general intelligence officers. Several courses on management of correction and rehabilitation centres have been run, in conjunction with Penal Reform International, to teach participants about prisoners' welfare and the standard minimum rules for the treatment of prisoners.
ويعقد المركز الوطني لحقوق الإنسان دورات تدريبية عدة لضباط إدارة مراكز الإصلاح والتأهيل والبحث الجنائي وضباط المخابرات العامة، حيث عقدت دورات عدة في مجال إدارة مراكز الإصلاح والتأهيل وحول رعاية نزلاء مراكز الإصلاح والقواعد الدولية النموذجية لمعاملة السجناء، وتم ذلك بالتعاون مع المنظمة الدولية

51. The personnel of the Correctional and Rehabilitation Centers are major beneficiaries of such training. A training centre associated with the Department of correction and rehabilitation Centers was established.
51- كما يحظى العاملون في مراكز الإصلاح والتأهيل بالجزء الأكبر من هذا التدريب، حيث تم استحداث مركز للتدريب يتبع لإدارة مراكز الإصلاح والتأهيل.

Inspection is also conducted on Correction and Rehabilitation Centers to monitor the performance of personnel by the senior command authorities, the Inspector General Office, the Preventive Security Department and the Department of correction and rehabilitation Centers. Hence, necessary legal action is taken against those who are found guilty of abusing any prisoner.
كما يتم إجراء التفتيش على مراكز الإصلاح والتأهيل ومراقبة أداء العاملين فيها من قبل المراجع القيادية العليا ومكتب المفتش العام وإدارة الأمن الوقائي وإدارة مراكز الإصلاح والتأهيل حيث يتم اتخاذ الإجراءات القانونية اللازمة بحق من تثبت إساءته لأي سجين.

65. The comprehensive plan adopted by the Jordanian Government for the development and renovation of correction and rehabilitation centres incorporated targeting a significant number of accomplishments during 2009 and the first months of 2010. They can be detailed as follows:
65- وتضمنت الخطة الشاملة التي وضعتها الحكومة الأردنية لتطوير مراكز الإصلاح والتأهيل وتحديثها تحقيق عدد كبير من الانجازات خلال عام 2009 والأشهر الأولى من عام 2010، يمكن تفصيلها كما يلي:

Complaints boxes have been installed in all correction and rehabilitation centres, under the supervision of the Ombudsman's and Human Rights Office. Complaints are processed according to the law. An operations room has been set up at the Department of correction and rehabilitation Centres to keep track of court sittings, petitions and attendance;
- وضع صناديق شكاوى في جميع مراكز الإصلاح والتأهيل يشرف عليها مكتب المظالم وحقوق الإنسان ويتم التصرف بالشكاوى الواردة إليها وفق أحكام القانون، واستحداث غرفة عمليات في إدارة المراكز لمتابعة أمور الجلسات والطلبات والحضور للمحاكم؛

Staff of correction and rehabilitation centres are trained and taught how to deal with prisoners according to legal principles and professional ethics, and financial incentives are offered to make sure that they comply with this approach. Staff are selected on the basis of qualifications and according to well-defined criteria in order to achieve the desired goals;
- تأهيل العاملين في مراكز الإصلاح والتأهيل وتدريبهم وتثقيفهم للتعامل مع النزلاء وفق الأصول القانونية والأخلاق الوظيفية وتقديم الحوافز المالية لضمان التزامهم بهذا النهج، واختيار مؤهلات مناسبة ومواصفات محددة لمن يعمل في تلك المراكز لتحقيق الأهداف المرجوة؛

In the framework of the general plan to develop all buildings and installations of the Department of correction and rehabilitation, the Ministry of Interior will establish a new custody centre in the area of Jaww. The centre will include a special wing for women that meets all the requirements for providing better services to female inmates.
316 - إلا أنه وفي إطار الخطة العامة لتطوير كافة مباني منشآت إدارة الإصلاح والتأهيل سوف تقوم وزارة الداخلية بإنشاء مركز رعاية جديد بمنطقة جو يشتمل على جناح خاص بالنساء يلبي كافة الاحتياجات الضرورية لتطوير الخدمات المتقدمة للنزيلات.
