On 29 July 2009, the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE) adopted a resolution " on a moratorium on the death penalty and towards its abolition " . The Office of Democratic Institutions and Human Rights of OSCE produces an annual background paper on the use of the death penalty in OSCE member States.
وفي 29 تموز/يوليه 2009 اعتمدت الجمعية البرلمانية لمنظمة الأمن والتعاون في أوروبا قرارا " بشأن وقف تطبيق عقوبة الإعدام والتمهيد لإلغائها " .() ويعد مكتب المؤسسات الديمقراطية وحقوق الإنسان التابع لمنظمة الأمن والتعاون في أوروبا ورقة معلومات خلفية سنوية بشأن تطبيق عقوبة الإعدام في الدول الأعضاء في هذه المنظمة.

In this regard, the Special Rapporteur would like to expressly refer to the " Guidelines for Review of Legislation Pertaining to Religion or Belief " , prepared by the Organization for Security and Cooperation in Europe/Office of Democratic Institutions and Human Rights (OSCE/ODIHR) Advisory Panel of Experts on Freedom of Religion and Belief in consultation with the Council of Europe's Venice Commission in 2004.
