" 8. The declaration would contribute to efforts to carry out the task provided for under the Charter of the United Nations (art. 13) of encouraging the progressive development of international law, adapting the Charter to the changing conditions in the development of international relations and concretizing the general principles and provisions of the Charter.
" ٨ - ومن شأن الاعلان أن يكون بمثابة اسهام في تنفيذ المهمة المتوخاة في ميثاق اﻷمم المتحدة )المادة ١٣( المتمثلة في تشجيع التطوير التدريجي للقانون الدولي، وتطويع الميثاق مع الظروف المتغيرة لتطور العلاقات الدولية، وبلورة المبادئ واﻷحكام العامة للميثاق.

Reference was also made to the competency of the General Assembly, under Article 13, to make recommendations for the purpose of encouraging the progressive development of international law and its codification, and examples of other legal texts developed by the Assembly, including the Declaration on Friendly Relations,15 were cited.
