The practice of calling on Israel to bear financial responsibility for damage sustained by a peacekeeping force contradicted not only the Charter, but also paragraph 8 of the draft resolution itself, which stated that all future and existing peacekeeping missions should be given equal and non-discriminatory treatment in respect of financial and administrative arrangements.
35 - ومضى قائلا إن ممارسة مطالبة إسرائيل بتحمل المسؤولية المالية عن أضرار أصابت قوات لحفظ السلام تتناقض ليس فحسب مع الميثاق، بل أيضا مع الفقرة 8 من مشروع القرار ذاته، التي تنص على ضرورة معاملة جميع بعثات حفظ السلام المقبلة والحالية معاملة متساوية وغير تمييزية فيما يتعلق بالترتيبات المالية والإدارية.

By its decision RC-2/6, the Conference of the Parties to the Rotterdam Convention invited UNEP, in consultation with the secretariats of the conventions, to prepare a supplementary analysis of financial and administrative arrangements that would be needed to implement any changes that the three convention secretariats and UNEP may propose.
