20. The Government of New Zealand draws attention to the reasons why it opposed the proposal to amend the Basel Convention to ban all exports of hazardous wastes from OECD countries, the European Union and Liechtenstein to non—OECD countries; the proposal was adopted in September 1995 at the Conference of the Parties (decision III/1).
20- تشير الحكومة النيوزيلندية إلى الأسباب التي دعتها إلى الاعتراض على تعديل اتفاقية بازل المتعلق بمنع جميع عمليات تصدير النفايات الخطرة من بلدان منظمة الأمن والتعاون في الميدان الاقتصادي والاتحاد الأوروبي ولختنشتاين إلى بلدان غير أعضاء في منظمة الأمن والتعاون في الميدان الاقتصادي، وهو التعديل الذي اعتمد في مؤتمر الأطراف في أيلول/ سبتمبر 1995 (المقرر 3-1).

Parties shall prohibit the export of hazardous wastes and other wastes if the country of import prohibits the import of such wastes (Article 4, paragraph 1 (b)). [Decision III/1 including an amendment to the Convention banning the export of hazardous wastes from OECD/EU countries and Liechtenstein (proposed Annex VII) to non-Annex VII countries has not entered into force.
وتحظر الأطراف تصدير النفايات الخطرة والنفايات الأخرى إذا كان بلد الاستيراد يحظر توريد هذه النفايات (الفقرة (ب) من المادة 4). [ويتضمن المقرر 3/1 تعديلاً للاتفاقية يحظر تصدير النفايات الخطرة من بلدان منظمة التعاون والتنمية في الميدان الاقتصادي/الاتحاد الأوروبي وليختنشتاين (المرفق السابع المقترح) إلى البلدان التي لا يشملها المرفق السابع، ولم يبدأ نفاذ هذا التعديل.

20. Regarding the prohibition of export of hazardous wastes from countries listed in Annex VII (member countries of the OECD, the European Community and Liechtenstein) to all other countries, the Government of Australia has expressed a clear view that countries should be able to move both on and off Annex VII on the basis of their ability to manage waste in an environmentally sound manner.
20- وفيما يتعلق بحظر تصدير النفايات الخطرة من البلدان المدرجة في المرفق السابع (البلدان الأعضاء في منظمة التعاون والتنمية في الميدان الاقتصادي والجماعة الأوروبية وليختنشتاين) إلى سائر البلدان أبدت الحكومة الأسترالية رأياً واضحاً في هذا الصدد هو أنه ينبغي أن يكون بالإمكان أن تنتقل البلدان من وإلى المرفق السابع على السواء على أساس قدرتها على إدارة النفايات على نحو سليم بيئيا.
