This will be reached through the integration of housing policies with policies of other sectors such as the economy, labour market development, the increase of employment through the encouragement of the private housing construction, decreasing poverty through the enhancement of competition in the private sector and through the coordination of the social assistance policies with the assistance for housing for the marginalized classes.

27. The Special Rapporteur also wishes to stress the lack of dialogue with or involvement of civil society in the definition, implementation, administration and follow-up of housing policies and urban planning.
