The Government assigns questions of the protection and promotion of human rights to the Ministry of human rights and public freedoms.

In the light of the aforementioned objective, the Ministry of human rights and public freedoms plans to concentrate its efforts in the following areas:

It should finally be pointed out that the Republic of Cyprus is a working democracy based on the rule of law and full respect for and the promotion and protection of human rights and public freedoms.
ويجب أن نشير في النهاية إلى أن جمهورية قبرص نظام ديمقراطي نشط تقوم على سيادة القانون واحترام حقوق الإنسان والحريات العامة وتعزيزها وحمايتها بشكل كامل.

It should also be pointed out that the Republic of Cyprus is a working democracy based on the rule of law and the full respect, promotion and protection of human rights and public freedoms.
وتجدر الإشارة كذلك إلى أن جمهورية قبرص هي نظام ديمقراطي نشيط بحق ينبني على سيادة القانون واحترام حقوق الإنسان والحريات العامة وتعزيزها وحمايتها بشكل كامل.

71. Several dimensions of human rights and public freedoms have been incorporated in various laws, including the Code of Public Freedoms, the Labour Code, the Penal Code and Prison Code, which have been modernized and reformed by inclusion of a number of amendments.
وقد تم إدماج وتكريس أبعاد حقوق الإنسان والحريات العامة في مختلف القوانين، منها " مدونة الحريات العامة " و " مدونة الشغل " و " مدونة القانون الجنائي " وقانون السجون، وتم إدخال تعديلات عديدة عليها بهدف تحديثها وإصلاحها.

As part of its conclusions, the meeting reviewed the progress made in the area of human rights and public freedoms and highlighted the need to enhance efforts to ensure better protection and promotion of human rights, with particular safeguards for union and political freedoms.
واستعرض الاجتماع، كجزء من استنتاجاته، التقدم المحرز في مجال حقوق الإنسان والحريات العامة وسلط الضوء على الحاجة إلى تعزيز الجهود الرامية إلى ضمان حماية حقوق الإنسان وتعزيزها بشكل أفضل، مع منح ضمانات خاصة للحريات النقابية والسياسية.

37. Publications are an important area of activity for the Ministry, since they constitute an important means of realizing the Ministry's goals of raising awareness of human rights and public freedoms. The most important publications are listed here below.
٣٧- تعتبر الإصدارات أحد أنشطة الوزارة التي تعنى بها الوزارة، باعتبارها وسيلة هامة لتحقيق أهدافها، فيما يتعلق بنشر الوعي بقضايا حقوق الإنسان والحريات العامة وأهم الإصدارات.

C. Constitution 13. On the third issue, the new Constitution adopted in 2002 is an advance over that adopted in 1961, in that it guarantees the separation of powers, abolishes the death penalty and assigns a prominent place to the protection of human rights and public freedoms.

Under article 20 of decree No. 2011-118 of 22 June 2011 on the functions of the components of the Government, the Ministry of human rights and public freedoms is responsible for the implementation and follow-up of Government policy in the area of human rights and public freedoms.
ووفقا للمادة 20 من المرسوم رقم 2011-118 المؤرخ 22 حزيران/يونيه 2011 الذي يحدد اختصاصات أعضاء الحكومة، فإن وزارة حقوق الإنسان والحريات العامة مكلفة بتنفيذ سياسة الحكومة في مجال حقوق الإنسان والحريات العامة ومتابعتها.

52. The Government of Equatorial Guinea does not see any diminution in its sovereignty from the submission of a report on the implementation of human rights and public freedoms in the country, since these are commitments that we have sovereignly undertaken by virtue of the international treaties and conventions to which we have freely acceded.
52- ولا ترى حكومة غينيا الاستوائية أي انتقاص لسيادتها في تقديم تقرير عن إعمال حقوق الإنسان والحريات العامة في البلد، نظراً إلى أن تقديمه يشكل جزءاً من الالتزامات التي تعهدنا بها سيادياً بمقتضى المعاهدات والاتفاقيات الدولية التي انضممنا إليها بملء إرادتنا.

118. This Ministry has the task, inter alia, of participating, in collaboration with other Ministries and organizations concerned, in the protection and promotion of human rights and public freedoms at the level of the administrative districts (art. 13 of the aforementioned decree-law No. 100/124 of 13 August 1997).
118- لهذه الوزارة مهام من بينها مهمة المشاركة، في حماية وتعزيز حقوق الإنسان والحريات العامة في دوائرها الإدارية، بالتعاون مع الوزارات والمنظمات الأخرى المهتمة، (المادة 13 من المرسوم بقانون رقم 100/124 الصادر في 13 آب/أغسطس 1997، المذكور آنفاً).

On 6 September 2010, the Committee received a copy of a letter sent by the Prime Minister, Mr. Sallam Fayyad, to the Chair of the Commission, Mr. Issa Abu-Sharar, reiterating the commitment of the Council of Ministers " to the full implementation of the recommendations contained [in the Commission's report] towards respecting and ensuring respect of human rights and public freedoms in Palestine " .
وفي 6 أيلول/سبتمبر 2010، استلمت اللجنة نسخة من رسالة وجهها رئيس الوزراء، السيد سلام فياض، إلى رئيس اللجنة المستقلة، السيد عيسى أبو شرار، يكرر فيها التزام مجلس الوزراء " بالتنفيذ الكامل للتوصيات الواردة [في تقرير اللجنة المستقلة] لاحترام وضمان احترام حقوق الإنسان والحريات العامة في فلسطين " .

The topic of human rights and public freedoms is one of the main areas of study included in the training programmes as it is beneficial to trainees from various bodies, such as police inspectors, police officers, police superintendents and lieutenants. Highly skilled professionals in the field provide between 8 and 40 hours of teaching in these areas.
وتمثّل مادة حقوق الإنسان والحريات العامة من أهم محاور التدريس المدرجة ببرامج التكوين حيث يستفيد منها المتكوّنون المنتمون إلى مختلف الهيئات (مفتّشو الشرطة، ضباط الشرطة، محافظو الشرطة - الملازمون ...) ويتراوح مقرّر ساعات تدريس تلك المحاور بين 08 و40 ساعة ويؤمّن تقديمها إطارات وكفاءات عالية في المجال.
