40. Article 33, paragraph 2, of the Convention recognized the important role of independent human rights institutions and required States parties to establish a framework to promote, protect and monitor implementation of the Convention.

In the light of its general comment No. 2 (2002) on the role of independent human rights institutions, the Committee recommends that the State party:

General comment No. 2 provides detailed guidance on the establishment and operation of independent human rights institutions for children.

At the national level, an important mechanism for better implementation of the outcome of the special session is the creation of independent human rights institutions for children.

The institution is in full compliance with the " Paris Principles " and with General Comment No. 2 of the Committee on the Rights of the Child regarding " The role of independent human rights institutions " .

Drawing attention to its general comment No. 2 (2002) on the role of independent human rights institutions in the promotion and protection of the rights of the child, the Committee also calls on the State party to ensure that this national mechanism is provided with the necessary human, financial and technical resources to ensure its independence and efficacy.
وإذ تلفت اللجنة الانتباه إلى تعليقها العام رقم 2(2002) بشأن دور المؤسسات المستقلة لحقوق الإنسان في تعزيز وحماية حقوق الطفل، تدعو الدولةَ الطرفَ أيضا إلى أن تكفل تزويد هذه الآلية الوطنية بالموارد البشرية والمالية والتقنية اللازمة لضمان استقلالها وفعاليتها.

The Committee recommends that the State party ensure that this national mechanism be provided with sufficient human and financial resources to ensure its independence and efficacy, in accordance with the Committee's general comment No. 2 (2002) on the role of independent human rights institutions in the promotion and protection of the rights of the child.
وتوصي اللجنة بأن تكفل الدولة الطرف تزويد أمانة المظالم هذه بما يكفي من الموارد المالية والبشرية لتحقيق استقلاليتها وكفاءتها، وفقاً للتعليق العام للجنة رقم 2(2002) بشأن دور المؤسسات المستقلة لحقوق الإنسان في تعزيز وحماية حقوق الطفل.

Furthermore, the Committee urges the State party to provide appropriate conditions for the independence and continuity and children's rights specialization of the Korean National Human Rights Commission, taking into account the Committee's general comment No. 2 (2002) on the role of independent human rights institutions.

15. The Committee recommends that the State party establish an independent and effective national mechanism that fully conforms with the Paris Principles and reflects the Committee's general comment No. 2 (2002) on the role of independent human rights institutions in the promotion and protection of the rights of the child, that is mandated to monitor the implementation of the Convention and its Optional Protocols.
15- توصي اللجنة الدولة الطرف بإنشاء آلية وطنية مستقلة وفعّالة تتمشى بالكامل مع مبادئ باريس وتعكس التعليق العام للجنة رقم 2(2002) بشأن دور المؤسسات الوطنية المستقلة لحقوق الإنسان في تعزيز وحماية حقوق الطفل، يُسند إليها رصد تنفيذ الاتفاقية وبروتوكوليها الاختياريين.

In the light of its general comment No. 2 (2002) on the role of independent human rights institutions, the Committee recommends that the State party take all necessary measures to strengthen the mandate of the Child Protection Commission by providing it with the capacity to investigate and address complaints by children in a child-sensitive manner, ensure the privacy and protection of victims, monitor and follow-up cases.
18- توصي اللجنة الدولة الطرف، في ضوء تعليقها العام رقم 2(2002) بشأن دور المؤسسات الوطنية المستقلة لحقوق الإنسان في تعزيز حقوق الطفل وحمايتها، باتخاذ جميع التدابير اللازمة لتعزيز ولاية لجنة حماية الطفل بمنحها سلطة التحقيق في شكاوى الأطفال ومعالجتها بأسلوب يراعي الطفل، وضمان خصوصية الضحايا وحمايتهم، ومراقبة القضايا ومتابعتها.

It encourages the adoption of the framework act on the creation and maintenance of independent human rights institutions.
وتشجع اللجنة الدولة الطرف على اعتماد قانون إطاري يسمح بإنشاء مؤسسات مستقلة لحقوق الإنسان وإدامتها.

It is continuing to study the experience and practice of other countries in the establishment and operation of independent human rights institutions that comply with the Paris Principles, including from the viewpoint of improving existing human rights institutions where possible.
وما زالت تدرس تجارب البلدان الأخرى وخبراتها العملية فيما يتعلق بإنشاء وتسيير مؤسسات مستقلة لحقوق الإنسان تمتثل لمبادئ باريس، حتى بغرض تحسين مؤسسات حقوق الإنسان القائمة عند الإمكان.

To that end, the creation of independent human rights institutions for children at the national and regional levels will allow for the establishment of official review and complaint mechanisms for children.
