24. Several delegations expressed their satisfaction with the inclusion of the promotion and encouragement of marine scientific research in the Area as a focal point in the proposed programme of work of the Authority.

Despite the work being done by the International Seabed Authority to promote and encourage the conduct of marine scientific research in the Area and exploration of its resources with due regard for the protection of the marine environment, it was pointed out that no organization had, or should have, authority to regulate marine scientific research on the high seas.
