The adequate representation of Minorities at all levels and in all branches of the criminal justice system, for example, can have particularly important implications for relations between disadvantaged communities and the Government.

45. The observer for Bangladesh drew attention to the fact that, in countries where minorities were at a distinct disadvantage, it was important to ensure the effective participation of Minorities at all levels of society, in addition to their representation.

The resolution adopted by the Subcommission on Prevention of Discrimination and Protection of Minorities at its most recent session, which recommended to the Commission on Human Rights that it should consider the Declaration of Minimum Humanitarian Standards, opened the debate on that issue.

This consensus had been strengthened by the Vienna Declaration and Programme of Action, by resolutions on the subject adopted by the General Assembly at its forty-ninth session, the Commission on Human Rights at its fifty-first session, and the Sub-Commission on Prevention of Discrimination and Protection of Minorities at its forty-sixth and forty-seventh sessions.

This internationally recognized institution covers the self-government system of Minorities at local, regional and national level.
