Article 62 of the same Act provides that: " Without prejudice to any harsher penalty prescribed under any other law, any person who prompts or incites a child to use, traffic in or sell narcotic or psychotropic substances shall be punished with imprisonment for a period of not less than five years and not more than eight years.
