Secondly, in the global context, recent developments highlight the fact that non-compliance of States with their international obligations and the misuse and unchecked dissemination of nuclear fuel cycle capabilities have become among the most pressing challenges in the nuclear non-proliferation field.

An important part of the mandate entrusted to IAEA is to elaborate and promote advisory international standards and guidelines on nuclear safety, radiation protection, radioactive waste management, the transport of radioactive materials, the safety of nuclear fuel cycle facilities and quality assurance.

5. Accordingly, there is an urgent need to intensify efforts to halt the proliferation of weapons of mass destruction and ballistic missiles to countries in the Middle East, to limit the spread of nuclear fuel cycle technologies to non-technology holders and not to provide nuclear fuel technologies to States that are in noncompliance with their international obligations in this sphere.
5 - ولذلك، ثمة حاجة ماسة إلى تكثيف الجهود لوقف انتشار أسلحة الدمار الشامل والقذائف التسيارية في بلدان الشرق الأوسط، والحد من نقل تكنولوجيات دورة الوقود النووي إلى جهات غير حائزة لها، ومنع تزويد الدول غير الممتثلة لالتزاماتها الدولية في هذا المجال بتكنولوجيات الوقود النووي.

47. Mr. Mayor (Switzerland) said that his delegation attached great importance to its inalienable right to develop research, production and use of nuclear energy for peaceful purposes, including with regard to the choice of nuclear fuel cycle.

Taking into account such considerations, as well as the proposals of the Director General of the International Atomic Energy Agency (IAEA) in 2004 and 2005 on nuclear fuel assurances, the Russian Federation in 2006 and 2007 advanced and developed an initiative on the secured supply of nuclear fuel cycle services.

62. The purposes of these initiatives are: (1) to establish a backup mechanism that would solve nuclear fuel supply problems which could occur in the future, (2) to establish a mechanism such as the international framework for management of nuclear fuel cycle related facilities and the assurance of nuclear fuel supply, (3) to develop proliferation-resistant nuclear fuel cycle technologies.
62 - وتتمثل أهداف تلك المبادرات فيما يلي: (1) وضع آلية دعم من شأنها أن تحل مشاكل إمدادات الوقود النووي التي قد تطرأ في المستقبل، (2) وضع آلية من قبيل الإطار الدولي لإدارة المرافق المتصلة بدورة الوقود النووي وضمان إمدادات الوقود النووي، (3) تطوير تكنولوجيات تكون فيها دورة الوقود النووي مقاومة للانتشار.

He stated that such consideration should include an evaluation of the merits of limiting the use of weapon-usable material (high enriched uranium and plutonium) in civilian nuclear programmes, by permitting it only under multilateral control, and that any exploration of this kind had to be accompanied by appropriate rules of transparency, control and, above all, assurance of supply of nuclear fuel cycle services.
وذكر أنه ينبغي لمثل هذا الاعتبار أن يشمل تقييماً لمزايا تقييد استخدام المواد الصالحة لصنع الأسلحة (اليورانيوم الشديد الإثراء والبلوتونيوم) في البرامج النووية المدنية، وذلك بعدم السماح به إلا في ظل رقابة متعددة الأطراف، وأنه كان يتعين أن يصحب أي تقييم من هذا النوع وضع قواعد ملائمة للشفافية والرقابة، وقبل كل شئ تأمين الإمداد بخدمات دورة الوقود النووي.
