In conformity with the 1951 Convention relating to the Status of Refugees and the Canadian Charter of Rights and Freedoms, all asylum claimants receive a fair hearing to assess their claim on the basis of its merits before an independent semi-judicial tribunal (Immigration and Refugee Board), regardless of how or from where they arrived, exceeding the requirement of the Convention.

The S.D. of 18 December 1956 abolished the rural boards and set up in their place the agrarian circuit courts appointed by the National Agrarian Reform Council and responsible for hearing complaints concerning the voluntary and compulsory or contested allocation of land, settling boundary disputes between the big estates and peasant communities and deciding issues relating to the formalities and implementation of the Agrarian Reform Act.
