Invocation of special circumstances can only take place where adoption of the median-line rule would lead to the separation of part of the territory of a State from its territorial sea, and this would be plainly obvious.

Section 1. Transfer of part of the territory
الفرع ١ - نقل جزء من اﻹقليم

This is obvious at first glance, given that the transfer of part of the territory of a State is governed by just one article, article 20, whereas three articles, articles 24, 25 and 26, apply to the separation of part or parts of the territory of a State.
وهذا واضح للوهلة اﻷولى، حيث أن نقل جزء من إقليم الدولة لا تحكمة سوى مادة واحدة، هي المادة ٢٠، في حين تنطبق على انفصال جزء أو أجزاء من إقليم الدولة ثلاث مواد هي ٢٤ و ٢٥ و ٢٦.

Therefore, no reason to take offence when these actions are qualified as they warrant to be qualified -- annexation of part of the territory of a small and friendly neighbouring State.
