In light of the evolution of the United Nations' engagement with civil society organizations, the Secretary-General of the United Nations, in the context of his Programme for UN reform, established a Panel of Eminent Persons on United Nations-Civil Society Relations to look into the modes of participation of civil society in UN processes and to identify best practices to be used as a basis for recommendations.
