4. During the period under review, the Government of President Kumba Yala has essentially focused on consolidating the authority of the newly established democratic institutions in the face of continued interference from the military establishment, following protracted consultations with a wide spectrum of actors, who had played a prominent role during the power-sharing transitional phase.
