22. The conflict in the Balkans in the 1990s illustrates how political manipulation of racist or nationalist ideology may act as an immediate factor triggering conflict.

With regard to political manipulation of racist or nationalist ideology, the Special Rapporteur recommended that an effective response thereto must follow a comprehensive approach, taking into account all structural conditions which enabled such manipulation to affect mindsets and attitudes within society.

Echoing the words of his predecessor, the Special Rapporteur emphasizes that States should also ensure that law enforcement agents engage with vulnerable groups and minorities who are at particular risk of racist or xenophobic crimes, in order to reduce their fear, restore confidence in law enforcement officers and allow for better reporting of racist crimes.
