Bearing in mind the primacy of the United Nations in the maintenance of international peace and security, the Special Committee reaffirms the important contribution that regional arrangements and agencies can make to peacekeeping, in accordance with Chapter VIII of the Charter of the United Nations, where appropriate, and when the mandate and capacity of regional arrangements or agencies allow.
144- تؤكد اللجنة الخاصة مجددا، إذ تأخذ في الاعتبار زعامة الأمم المتحدة في مجال صون السلام والأمن الدوليين، أهمية الإسهام الذي يمكن أن تقدمه الترتيبات والوكالات الإقليمية في مجال حفظ السلام، وفقا للفصل الثامن من ميثاق الأمم المتحدة، حسب الاقتضاء، وحينما تسمح بذلك ولايات تلك الترتيبات أو الوكالات الإقليمية وقدراتها.

(a) Efforts to enhance peacekeeping capacities of regional arrangements or agencies should not relieve the Security Council of its obligations under the Charter of the United Nations, which confers on it the primary responsibility for the maintenance of international peace and security;

The Assembly also agrees with the Secretary-General that, given the varied nature of regional arrangements or agencies, establishment of a universal model for their relationship with the United Nations would not be appropriate.

وإذ تشير كذلك إلى أن ميثاق اﻷمم المتحدة ينص على قيام تنظيمات أو وكالات إقليمية تعالج من اﻷمور المتعلقة بصون السلم واﻷمن الدوليين والتعاون الاقتصادي ما يكون العمل اﻹقليمي صالحا فيها ومناسبا، ما دامت أنشطتها متسقة مع مقاصد اﻷمم المتحدة ومبادئها،

It was observed that the activities of the United Nations and of regional arrangements or agencies in the maintenance of international peace and security should be complementary, and that this objective could be better achieved if the United Nations and regional arrangements or agencies considered the possibility of cooperating with each other at the earliest possible stage in a dispute.
ولوحظ أن أنشطة اﻷمم المتحدة وأنشطة التنظيمات أو الوكالات الاقليمية في مجال صيانة السلم واﻷمن الدوليين يجب أن يكمل بعضها البعض وأن هذا الهدف يمكن تحقيقه بشكل أفضل اذا ما نظرت اﻷمم المتحدة والتنظيمات أو الوكالات الاقليمية في امكانية التعاون مع بعضهما في المراحل المبكرة من النزاع.

It was proposed to redraft the existing fourth preambular paragraph to read: " Recognizing the important role of regional arrangements or agencies under Articles 52 and 53 of the Charter " .
واقترح إعادة صياغة الفقرة الرابعة الحالية من الديباجة بحيث يصبح نصها كما يلي : " وإذ تسلم بالدور الهام للتنظيمات أو الوكالات الاقليمية بموجب المادتين ٥٢ و ٥٣ من الميثاق " .
