The Meeting discussed programmes for drug abuse prevention and the treatment and rehabilitation of drug abusers in the region and the need to devote greater attention and resources to the establishment of rehabilitation centres for the treatment of substance abuse.
12- وناقش الاجتماعُ البرامجَ المنفَّذة في المنطقة في مجال الوقاية من تعاطي المخدّرات وعلاج متعاطيها وإعادة تأهيلهم، والحاجةَ إلى إيلاء مزيد من الاهتمام وتخصيص مزيد من الموارد لإنشاء مراكز إعادة التأهيل من أجل علاج متعاطي المخدّرات.

According to the program, financing of technical-rehabilitation and supply of transportation means of disabled people, organization of their resort treatment, specialized boarding homes for disabled people and reservation expenses of rehabilitation centres is implemented within annually allocated from state budget, and financing of other activities is implemented by means of mandatory state social insurance, as per below directions:

States, therefore, have a legal obligation to establish or at least support a sufficient number of rehabilitation centres for victims of torture and to ensure the safety of the staff and patients of such centres.
