3. The procuring entity may engage in procurement by means of request for proposals without negotiation in accordance with article 47 of this Law where the procuring entity needs to consider the financial aspects of proposals separately and only after completion of examination and evaluation of the quality and technical aspects of the proposals.
3- يجوز للجهة المشترية أن تقوم بالاشتراء بواسطة طلب الاقتراحات غير المقترن بتفاوض، وفقاً للمادة 47 من هذا القانون، عندما يَلزَم أن تدرس الجهة المشترية الجوانب المالية من الاقتراحات على نحو منفصل وبحيث لا تدرسها إلاَّ بعد الانتهاء من فحص وتقييم جوانب الاقتراح النوعية والتقنية.

1. The provisions of paragraphs 1 to 7 of article 47 of this Law shall apply mutatis mutandis to procurement conducted by means of request for proposals with consecutive negotiations, except to the extent that those provisions are derogated from in this article.
1- تسري أحكامُ الفقرات 1 إلى 7 من المادة 47 من هذا القانون، مع ما يقتضيه اختلاف الحال من تغييرات، على الاشتراء الذي يُجرى بواسطة طلب الاقتراحات المقترن بمفاوضات متعاقبة، إلاَّ إذا نصّت هذه المادة على تحلّل جزئي من تلك الأحكام.

(b) To eliminate the automatic link between the complexity of what was to be procured and the use of request for proposals with dialogue in paragraphs 1 to 3.
(ب) أن تزيل الصلة التلقائية بين تَعقُّد ما يراد اشتراؤه واستخدام طريقة طلب الاقتراحات المقترن بحوار في الفقرات من 1 إلى 3.

2. [Subject to approval by the [name of the organ designated by the enacting State to issue the approval]], a procuring entity may engage in procurement by means of request for proposals with dialogue in accordance with article 49 of this Law where:

" Historically, the rules of some multilateral development banks have not included procurement methods equivalent to request for proposals with dialogue or competitive negotiations as provided for in the Model Law, and have included methods with features of request for proposals without negotiation and request for proposals with consecutive negotiations as provided for in the Model Law only for the procurement of advisory services.
" عادة ما لا تتضمّن قواعد بعض المصارف الإنمائية المتعدّدة الأطراف طرائق اشتراء مكافئة لطلب الاقتراحات المقترن بحوار أو التفاوض التنافسي على النحو المنصوص عليه في القانون النموذجي، في حين أنها تتضمّن طرائق ذات سمات مشتركة مع طلب الاقتراحات غير المقترن بحوار وطلب الاقتراحات المقترن بمفاوضات متعاقبة على النحو المنصوص عليه في القانون النموذجي لاشتراء الخدمات الاستشارية حصراً.

(3) The procuring entity may engage in procurement by means of request for proposals without negotiation in accordance with article 46 of this Law where the procuring entity needs to consider the financial aspects of proposals separately and only after completion of examination and evaluation of quality and technical aspects of the proposals.
