2. Statements by the secretariat at the meetings of the Commission and its subsidiary organs

In the light of the principle of sovereign equality and consistent with a well-established custom in the United Nations, records of the Commission and its subsidiary organs reflect clearly any reservations, generally in the words of the person who has them.
وعلى ضوء مبدأ تساوي الدول في السيادة، واتساقاً مع العرف الراسخ في الأمم المتحدة، تجسّد محاضر اللجنة وهيئاتها الفرعية بوضوح أي تحفظات موجودة.

When the Commission was established, the General Assembly did not address the issue of participation of representatives of States not members of the Commission in the work of the Commission and its subsidiary organs.
14- وعندما أنشئت اللجنة، لم تتناول الجمعية العامة مسألة مشاركة ممثلي الدول التي ليست أعضاء في اللجنة في أعمال اللجنة وهيئاتها الفرعية.

8. United Nations organs and specialized agencies brought into relationship with the United Nations are permitted to participate in the sessions and the work of the Commission and its subsidiary organs.
8- يُسمح لهيئات الأمم المتحدة والوكالات المتخصصة المنضوية في علاقة مع الأمم المتحدة أن تشارك في دورات وأعمال اللجنة وهيئاتها الفرعية.

23. Sessions of the Commission and its subsidiary organs are open to representatives of international governmental and non-governmental organizations invited by the Secretariat on behalf of the organ concerned (observer organizations).
23- إنّ دورات اللجنة وهيئاتها الفرعية مفتوحة للمنظمات الحكومية الدولية والمنظمات غير الحكومية التي تدعوها الأمانة نيابة عن الهيئة المعنية (المنظمات التي لها صفة المراقب).(26)

33. As a general rule, meetings of the Commission and its subsidiary organs are public unless decided otherwise by the organ concerned (see rule 60 of the Rules of Procedure of the General Assembly).

22. It has been the long-existing practice in the Commission and its subsidiary organs to allow representatives of non-member States to serve occasionally and exceptionally as officers of the Commission and its subsidiary organs in their personal capacity. This practice has proved to be useful in the light of the changing membership of UNCITRAL.
22- ودرجت الممارسة منذ زمن طويل في اللجنة وهيئاتها الفرعية على السماح لممثلي الدول غير الأعضاء أن يعملوا أحيانا وعلى سبيل الاستثناء كأعضاء في مكتب اللجنة أو مكاتب هيئاتها الفرعية بصفتهم الشخصية.(25) وقد ثبتت فائدة هذه الممارسة في ضوء تغيُّر عضوية الأونسيترال.

Explicit reservations made to the contents of decisions have not blocked the adoption of the decisions without a vote in the Commission and its subsidiary organs. Consistent with United Nations practice, any dissent, in the words of the dissenter when this was specifically requested, has been recorded in the reports of the Commission and its subsidiary organs.
5- ولم تَحُل التحفظات الصريحة التي أبديت على محتويات القرارات دون اعتماد هذه القرارات في اللجنة وهيئاتها الفرعية دون تصويت.() واتساقا مع الممارسة المتبعة في الأمم المتحدة،() كان أي رأي معارض يسجَّل في تقارير اللجنة وهيئاتها الفرعية بالعبارات التي استخدمها صاحب ذلك الرأي، إذا ما طُلب ذلك بالتحديد.()

The Commission may wish to reiterate that, in the light of the principle of sovereign equality and consistent with a well-established custom in the United Nations, records of the Commission and its subsidiary organs will continue reflecting clearly any dissents, generally in the words of the dissenter.
12- ولعل اللجنة تود التأكيد مجددا أن محاضر اللجنة وهيئاتها الفرعية ستواصل تبيين أي آراء معارضة تبيينا واضحا وبالألفاظ التي استخدمها المعارضون، مراعاة لمبدأ التساوي في السيادة واتساقا مع العُرف الراسخ في الأمم المتحدة.()

Furthermore, we reiterate the Secretariat's recommendation that, " in the light of the principle of sovereign equality ..., records of the Commission and its subsidiary organs " should " continue reflecting clearly any dissents, generally in the words of the dissenter " .
وعلاوة على ذلك، نؤكد مجددا على توصية الأمانة بأن " محاضر اللجنة وهيئاتها الفرعية " ينبغي أن " تواصل تبيين أي آراء معارضة تبيينا واضحا وبالألفاظ التي استخدمها المعارضون ... مراعاة لمبدأ التساوي في السيادة " .
