8.4 With regard to the State party's argument that the complainant has not appealed the decision of 8 June 2009 of the Internal Security Division of the Department of Internal Affairs of Astana, the Committee notes that the complainant's allegations of ill-treatment have been drawn to the attention of the competent national authorities on numerous occasions.
