106- وإذا اتخذ القرار النهائي الذي مؤداه أن عدداً أكبر بكثير من الموظفين الفنيين الشبان سوف يعينون عن طريق امتحانات التوظيف التنافسية الوطنية لتزويد بعثات حفظ السلام أو بعض الصناديق والبرامج بالموظفين في مستوى أول تعيين، عندئذ ينبغي التفكير في كيفية إعادة تشكيل الإطار التنظيمي والتقني لنظام الامتحانات التنافسية.
