B. Regional and domestic practices for the protection of the human rights of victims of terrorism

The Special Rapporteur concurs with the statement made by his predecessor on the occasion of the Human Rights Council panel discussion on the issue of the human rights of victims of terrorism, namely, that Governments:

" We confer the utmost importance upon the protection of the human rights of victims of aggravated and multiple forms of intolerance.

Rules regulating the Law to Prevent and Sanction Trafficking in Persons, published in the official gazette of the federal Government on 27 February 2009, set out guidelines for the protection of the human rights of victims of trafficking.
وتُحدد القواعد المنظمة لقانون منع ومعاقبة الاتجار بالأشخاص، الذي نشر في الجريدة الرسمية للحكومة الاتحادية في 27 شباط/فبراير 2009، مبادئ توجيهية لحماية حقوق الإنسان الخاصة بضحايا الاتجار.

The social bill also starts to add up when the degradation of human dignity and the abuse of the human rights of victims of crimes such as trafficking in persons and the smuggling of migrants is taken into account.

In addition, paragraph 196 of the Programme of Action requests OHCHR to pay special attention to violations of the human rights of victims of racism, racial discrimination, xenophobia and related intolerance, in particular migrants, including migrant workers, to promote international cooperation in combating xenophobia.
كما ترجو الفقرة 196 من برنامج العمل من المفوضية السامية لحقوق الإنسان إيلاء اهتمام لانتهاكات حقوق الإنسان لضحايا العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب، لا سيما المهاجرين، بمن فيهم العمال المهاجرون، وتعزيز التعاون الدولي لمكافحة كره الأجانب.

25. In its decision 16/116, the Council requested the Office of the High Commissioner for Human Rights to prepare a report in the form of a summary on the outcome of the panel discussion on the issue of the human rights of victims of terrorism held at its seventeenth session.
24- طلب المجلس في مقرره 16/116 من المفوضية السامية لحقوق الإنسان أن تعد تقريراً في شكلِ موجز عن نتائج حلقة النقاش المتعلقة بمسألة حقوق الإنسان لضحايا الإرهاب التي عُقدت في أثناء دورته السابعة عشرة.

While noting the efforts made by Japan to combat trafficking in women, the Philippines hoped that the Government will further enhance programmes aimed at redress and protection of the human rights of victims of trafficking and asked about the measures in place to address the demand factor in cases of trafficking of human beings.

For example, in Bogota, the mayor's development plan for the city, which seeks to a create " a more humane Bogota " , puts at its core the promotion of the human rights of victims of the armed conflict who fled to Bogota and the implementation of the Victims and Land Restitution Act adopted in 2011.
ففي بوغوتا مثلاً، تركز خطة التنمية التي وضعها رئيس بلدية المدينة التي تسعى إلى إقامة " بوغوتا أكثر إنسانية " ، على تعزيز حقوق الإنسان لضحايا النزاع المسلح الذين فروا إلى بوغوتا وتنفيذ قانون الضحايا وإعادة الأراضي الذي أقر في عام 2011.

14. On the margins of the seventeenth session of the Human Rights Council, the former Special Rapporteur participated, on 1 June 2011, as a panellist in a discussion on the issue of the human rights of victims of terrorism, pursuant to Council decision 16/116 of 24 March 2011.

33. The Special Rapporteur suggested that the Human Rights Council request the mandate of Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism to prepare a thematic report on the issue of the human rights of victims of terrorism.

Ensure that the promotion and protection of the human rights of victims of trafficking in persons, the prevention of trafficking in persons by addressing the social, economic, cultural, political and other contributing factors and the strengthening of the criminal justice response are at the centre of all efforts to prevent and combat trafficking in persons and to protect, assist and provide redress to victims;
3 - ضمان جعل تعزيز وحماية حقوق الإنسان لضحايا الاتجار بالأشخاص، ومنع الاتجار بالأشخاص بالتصدي للعوامل الاجتماعية والاقتصادية والثقافية والسياسية وغيرها من العوامل التي تسهم في ذلك، وتعزيز تصدي نظم العدالة الجنائية في هذا المجال، في صلب جميع الجهود المبذولة لمنع ومكافحة الاتجار بالأشخاص ولحماية الضحايا ومساعدتهم وإنصافهم؛

31. Paragraph 196 of the Programme of Action requested my Office to pay special attention to violations of the human rights of victims of racism, racial discrimination, xenophobia and related intolerance.
