Following the registration of the four pioneer investors in 1987, the Chairman of the Preparatory Commission during the course of the sixth session (1988) undertook consultations on the modalities of the implementation of the obligations of the registered pioneer investors and their certifying States.

Given the fact that the Preparatory Commission, in view of the imminent entry into force of the Convention, has concluded its work, it became necessary that an updated report on the status of the implementation of the obligations of the registered pioneer investors under resolution II and the related understandings should be made.
