The report provides an overview of critical needs for enhancing the distinct programme and coordination capabilities of the International Framework of Action in relation to major strategic challenges in the fields of sustainable development and humanitarian assistance.
ويتضمن استعراضا للاحتياجات الحاسمة لتعزيز القدرات البرنامجية والتنسيقية المتميزة ﻹطار العمل الدولي فيما يتعلق بالتحديات الاستراتيجية الكبيرة في مجالي التنمية المستدامة والمساعدة اﻹنسانية.

The establishment of organized network capabilities among all sectors of the International Framework of Action for the Decade is a particularly important aspect for individual members and institutions of the scientific and technical communities.

32. With its funding limited to extrabudgetary resources, the Decade has witnessed a factual narrowing of its donor base as well as other difficulties in the implementation of the International Framework of Action during the first half of the Decade.
٣٢ - لما كان تمويل العقد مقتصرا على الموارد الخارجة عن الميزانية، فقد شهد العقد تضاؤلا فعليا في قاعدة مانحيه، فضلا عن مصاعب أخرى في تنفيذ ' إطار العمل الدولي ' خلال النصف اﻷول من العقد.

Specifically, he believed that the Plan of Action which had been elaborated at that session should be implemented as part of the International Framework of Action for the Decade, and expressed his delegation's concern regarding the financial weakness of the Decade's secretariat.
وقال إنه ينبغي لخطة العمل التي وضعت في تلك الدورة أن تنفذ ضمن إطار العمل الدولي من أجل العقد وأعرب عن قلق وفده إزاء الضعف المالي ﻷمانة العقد.

" 3. Commends the work of the International Framework of Action for the International Decade for Natural Disaster Reduction, in particular its contribution to the implementation of the Yokohama Strategy for a Safer World and the Plan of Action contained therein;
" ٣ - يشيد بأعمال إطار العمل الدولي للعقد الدولي للحد من الكوارث الطبيعية، ولا سيما مساهمته في تنفيذ استراتيجية يوكوهاما من أجل عالم أكثر أمنا وخطة العمل الواردة فيها؛

" 5. Takes note in particular of the recommendations contained in the report of the Secretary-General concerning the development of a coordinated international programme for disaster reduction, including the strengthening of the International Framework of Action for the Decade and the closing event of the Decade;

In response to the request formulated by the General Assembly in its resolution 50/117 A of 20 December 1995, the present report contains information on the implementation of the International Framework of Action for the International Decade for Natural Disaster Reduction.

" 9. Calls on the Secretary-General to ensure adequate consideration and involvement of the International Framework of Action for the Decade in the evaluation and overall review and appraisal of the implementation of Agenda 21 in 1997;
" ٩ - تطلـب إلى اﻷمين العام كفالة إيلاء الاعتبار المناسب ﻹطار العمل الدولي للعقد وإدخاله في التقييم وفي الاستعراض والتقييم الشاملين لتنفيذ جدول أعمال القرن ١٢ في عام ٧٩٩١؛

2. A number of important developments regarding the implementation of the International Framework of Action for the Decade, contained in the annex to General Assembly resolution 44/236, have taken place since the submission of the Secretary-General's report to the General Assembly at its forty-sixth session.
