As pointed out in paragraph 6 of the memorandum by the Secretariat (A/CN.4/550 and Corr.1 and 2), effective codification of the topic would require submissions from Governments, particularly concerning their practice after the Second World War. The Commission should prepare a questionnaire identifying the specific areas requiring responses.
