The report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe, dated 19 November 2004, declared that:

85. In the 2004 report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe concerning the conflict the situation was described as follows:
85 - وفي التقرير الصادر عام 2004 عن لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا بخصوص النـزاع، وُصفت الحالة كما يلي:

The Parliamentary Assembly (PACE) discusses the situation regularly on the basis of reports presented by the Rapporteur of the Political Affairs Committee (Lord Judd) following his visits to Russia, including Chechnya.
وتناقش الجمعية البرلمانية لمجلس أوروبا الحالة بصورة منتظمة على أساس التقارير المقدمة من مقرر لجنة الشؤون السياسية (اللورد جوّد) بعد زياراته إلى روسيا، بما في ذلك الشيشان.

21. In the above-mentioned 2004 Report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe concerning the conflict, it was further noted that: " Today, Armenia has soldiers stationed in the Nagorno-Karabakh region and the surrounding districts, people in the region have passports of Armenia, and the Armenian Government transfers large budgetary resources to this area " .
21 - وذكر أيضا في تقرير لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا الصادر عام 2004 والمشار إليه أعلاه، ما يلي: " اليوم، لدى أرمينيا جنود يرابطون في منطقة ناغورنو - كاراباخ والمقاطعات المحيطة بها، ويوجد بحوزة الناس في المنطقة جوازات سفر أرمينية، وتقوم الحكومة الأرمينية بتحويل موارد هائلة من الميزانية إلى هذه المنطقة " ().

13. On 27 January 2005, the Special Rapporteur had an exchange of views with the SubCommittee on Belarus of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe in Strasbourg, France.
13- وفي 27 كانون الثاني/يناير 2005، تبادل المقرر الخاص الآراء مع اللجنة الفرعية لبيلاروس التابعة للجنة الشؤون السياسية بالجمعية البرلمانية لمجلس أوروبا في ستراسبورغ بفرنسا.

16. In the report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe concerning " The Conflict over the Nagorno-Karabakh Region Dealt with by the OSCE Minsk Conference " , dated 29 November 2004, it was emphasized that: " Armenians from Armenia had participated in the armed fighting over the Nagorno-Karabakh region besides local Armenians from within Azerbaijan " .
16 - وجرى التأكيد في تقرير لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا بشأن " النزاع على منطقة ناغورنو - كاراباخ الذي تناوله مؤتمر مينسك الذي عقدته منظمة الأمن والتعاون في أوروبا " ، المؤرخ 29 تشرين الثاني/نوفمبر 2004، على ما يلي: " شارك أرمينيون من أرمينيا في القتال المسلح الذي نشب بشأن منطقة ناغورنو - كاراباخ، إلى جانب أرمينيين محليين من داخل أذربيجان " ().
