Recommendation 18. Upon completion of the pre-selection proceedings, the contracting authority should invite the pre-selected bidders to submit final proposals.

49. Upon completion of the pre-selection phase, the contracting authority usually draws up a short list of the pre-selected bidders which will subsequently be invited to submit proposals.

ولهذا الغرض، يجب على السلطة المتعاقدة اجراء ترتيب لمقدمي العروض المستوفين لمعايير الاختيار الأولي على أساس المعايير المطبقة لتقييم مؤهلاتهم واعداد قائمة بمقدمي العروض الذين سيدعون إلى تقديم اقتراحات عند اتمام اجراءات الاختيار الأولي.

The contracting authority should respond to any request by a bidding consortium for clarification of the pre-selection documents that is received by the contracting authority within a reasonable time prior to the deadline for the submission of applications so as to enable the bidders to make a timely submission of their application.
47- ينبغي للسلطة المتعاقدة أن ترد على أي طلب يقدمه أي من كونسورتيومات مقدمي العروض لتوضيح وثائق الاختيار الأولي وتتلقاه السلطة المتعاقدة في غضون فترة معقولة من الزمن قبل الموعد النهائي لتقديم الطلبات، وذلك لكي يتمكن مقدمو العروض من تقديم طلباتهم في الوقت المناسب.

This draft model provision, which previously appeared as paragraph 3 of draft model provision 9, has been placed in a separate model provision, as the Working Group wished to emphasize that requests by the contracting authority for a further demonstration of the bidder's fulfilment of the qualification criteria would often be made after the completion of the pre-selection phase.
