Article 32 of the Press Act provides for a specific court for press and publications cases, to which any person aggrieved by a sanction of the NPC may appeal within 30 days.

8.1 The first issue before the Committee is whether or not the application of article 26 of the Press Act to the author's case, resulting in the confiscation of the leaflets and the subsequent fine, constituted a restriction within the meaning of article 19, paragraph 3, on the author's freedom of expression.

In case No. 780/1997 (Laptsevich v. Belarus), the complainant was convicted and sentenced for not complying with the requirements of article 26 of the Press Act by distributing leaflets on the occasion of the anniversary of the proclamation of independence of Belarus, because he had failed to obtain an index and registration number for the leaflet.
وفي القضية رقم 780/1997 لابفيتش ضد بيلاروس، أدين المشتكي وأنزلت به عقوبة لعدم امتثاله لأحكام المادة 26 من قانون الصحافة لأنه وزع منشورات بمناسبة الذكرى السنوية لإعلان استقلال بيلاروس من غير أن يحصل على رقم تسلسلي ورقم تسجيل لهذا المنشور.

Chapter II of the Press Act 1999 also establishes the jurisdiction and powers of the National Press Council, which is responsible for the granting of licences to domestic and foreign press institutions, the registering of journalists, as well as adjudicating complaints, through warnings, sanctions and penalties.
23- ويحدد الفصل الثاني من قانون الصحافة لعام 1999 أيضاً صلاحيات وسلطات المجلس الوطني للصحافة، المسؤول عن منح التراخيص للمؤسسات الصحفية المحلية والأجنبية، وتسجيل الصحفيين، وكذلك الفصل في الشكاوى، عن طريق الانذارات والجزاءات والعقوبات.

The binding principle for the observance of the rights of the press has also been incorporated in article 4 of the Press Act: " Neither governmental nor non-governmental organizations has the right to publish content in order to place pressure on the press and/or censor and control the press " .
وقد أُدمج أيضاً المبدأ الملزم باحترام حقوق الصحافة في المادة 4 من قانون الصحافة: " ليس لدى المنظمات الحكومية ولا غير الحكومية الحق في نشر أي محتوى من أجل ممارسة الضغط و/أو فرض الرقابة على الصحافة " .
