On the basis of information received from the Secretariat, the Commission decided to request the Assembly to consider a revision of the rest and recuperation framework on an urgent and immediate basis.

At its seventy-third session, the Commission considered the details of the operation of the rest and recuperation framework as applied by the organizations under the auspices of the Standing Committee on Field Duty Stations of the United Nations System Chief Executives Board for Coordination Human Resources Network.

At the request of the United Nations and field-based organizations, the Commission decided to delay the implementation of the rest and recuperation framework until 1 July 2012 and is submitting a revised framework to the General Assembly at its resumed sixty-sixth session.

The main causes of the variance were increased requirements for civilian personnel owing to revised salary scales for international and national staff; higher average grade levels of national staff; and the inclusion, pursuant to General Assembly resolution 65/248, of provisions for travel costs of the rest and recuperation framework for international staff.
والأسباب الرئيسية للفارق هي زيادة احتياجات الموظفين المدنيين بفعل تنقيح جداول مرتبات الموظفين الدوليين والوطنيين؛ وارتفاع متوسط رتب درجات الموظفين الوطنيين؛ وإدراج اعتمادات، عملاً بقرار الجمعية العامة 65/248، لتكاليف السفر في إطار الراحة والاستجمام للموظفين الدوليين.

45. The increased requirements are mainly attributable to the revised salary scale for international staff and the inclusion, pursuant to General Assembly resolution 65/248, of provisions for travel costs of the rest and recuperation framework for international staff between Pristina and the designated place (Ljubljana, Slovenia).

23. The increased requirements for 2012/13 are attributable mainly to (a) national staff (see para. 20 above) and (b) the revised salary scale for international staff and provisions for travel costs of the rest and recuperation framework between Pristina and the designated place (Ljubljana, Slovenia) ($409,300).
