30. In accordance with rule 23 of the rules of procedure and Evidence, the President consults the members of the Bureau on all major questions relating to the functioning of the Tribunal. The Chef de Cabinet acts as Executive Secretary of the Bureau and prepares, inter alia, the meetings organized after consulting all the members.

4 Adoption of the rules of procedure and the agenda

Pursuant to Rule 61 of the rules of procedure and Evidence,

This recommendation would be made on the understanding that such a waiver would not imply any permanent change in the provisions of rules 67 and 108 of the rules of procedure and that the requirement of the presence of a majority of the members for any decision to be taken would be maintained.
