١٤ - وعلى ضوء الملاحظات والتوصيات سالفة الذكر، وريثما تتخذ الجمعية العامة قرارا نهائيا بشأن اسلوب التمويل، وترد الدراسة المشار إليها في الفقرة ١٢ أعلاه، فإن اللجنة الاستشارية توصي بأن يؤذن لﻷمين العام، في هذه المرحلة، بالدخول في التزامات لا تتجاوز ١٢,٩ مليون دولار تحت الباب ٤ من الميزانية البرنامجية للفترة ١٩٩٤ - ١٩٩٥.

14.
