A genuine breakthrough in international law was achieved with the successful conclusion of the United Nations Diplomatic Conference on the Establishment of the International Criminal Court.

13. The Chairman then proposed that the Committee should recommend to the plenary of the United Nations Diplomatic Conference of Plenipotentiaries on the Establishment of an International Criminal Court the adoption of a draft resolution (see para. 15).
