The Council urges all parties, including rebel groups, to engage fully and constructively in the political process under the leadership of the United Nations Special Envoy for Darfur, Mr. Jan Eliasson, and the African Union Special Envoy for Darfur, Mr. Salim Ahmed Salim, who have the full support of the Council.

According to the Office of the United Nations Special Envoy for Haiti, donors had disbursed 45 per cent of those pledges (a total of $2.48 billion) by April 2012.

Underlines the urgent need for all international actors to closely coordinate their efforts to address the multifaceted challenges facing the Sahelo-Saharan region, taking into account, in this regard, the important role of the United Nations Special Envoy and the African Union High Representative for Mali and the Sahel;
17 - يؤكد الحاجة الملحة لأن يوثِّق جميع الفاعلين الدوليين تنسيق جهودهم من أجل التصدي للتحديات المتعددة الجوانب التي تواجهها منطقة الساحل والصحراء، وأن يراعى، في هذا الصدد، الدور الهام للمبعوث الخاص للأمم المتحدة والممثل السامي للاتحاد الأفريقي لمالي ومنطقة الساحل؛

Al-Sulayman emphasizes that the massacre, timed to coincide with the arrival in Syria of the United Nations Special Envoy Kofi Annan, was carried out by the armed terrorist groups as part of a plan to make the international community believe that Syria was on the brink of civil war: those groups had failed to undermine Syria, which had responded to all constructive initiatives by offering genuine cooperation.
