The Iraqi Government rejects paragraph 12, which clearly violates the spirit of resolution 986 (1995) and of paragraph 4 of the memorandum of understanding, which states that the arrangement provided for in the memorandum is an exceptional and temporary measure. Paragraph 12 indicates that the plan is ongoing and permanent.
