The Chairman recalled that the General Assembly, in resolution 53/36 C, had, inter alia, requested the Committee on Contributions to review the procedural aspects of the consideration of requests for exemption under Article 19, in particular, modalities for dealing with such requests received when the Committee was not in session and to make recommendations to the General Assembly in that respect before the end of the fifty-third session.

Mr. Greiver (Chairman of the Committee on Contributions), introducing the report of the Committee on Contributions on its sixty-seventh session (A/62/11), recalled that in its resolution 61/237 the General Assembly had requested the Committee on Contributions to review the methodology of future scales of assessments on the basis of the principle that the expenses of the Organization should be apportioned broadly according to capacity to pay.
