The 1997 Law on Mass Events sets up such a procedure and is aimed at creating conditions for the realisation of the citizens' constitutional rights and freedoms and the protection of public safety and public order during the holding of such events on the streets, in squares and at other public locations.

10. The Law on Mass Events was applied directly to the case; accordingly, the conclusion that there has been a violation of article 2, paragraph 2 in the Tulzhenkova case is neither abstract nor merely of academic interest.
10- وقد طُبِّق القانون المتعلق بالتظاهرات الجماهيرية تطبيقا مباشرا في هذه القضية؛ وعليه، فإن استنتاج وجود انتهاك للفقرة 2 من المادة 2 في قضية تولزهينكوفا لا يعد مسألة مجردة ولا نظرية.

In this regard, article 6 of the Law on Mass Events clearly states that it is the head of the local executive body who has the authority to take decisions regarding the time and the location of a mass event.
وفي هذا الصدد، فإن المادة 6 من " القانون المتعلق بالمناسبات الجماهيرية " تنص صراحة على أن رئيس الجهاز التنفيذي المحلي هو المخوّل سلطة اتخاذ القرارات المتعلقة بوقت ومكان إقامة المناسبة الجماهيرية.

She submits that the Law on Mass Events does not define the term " mass event " , and thereby the authorities wrongly qualified the event of 27 July 2006 as a mass event.

8.2 The State party further submits that article 2 of the Law on Mass Events defines a mass event as any gathering, meeting, street march, demonstration, picket or any other events of a mass character.
8-2 وتؤكد أيضاً الدولة الطرف أن المادة 2 من " القانون المتعلق بالمناسبات الجماهيرية " تعرّف المناسبة الجماهيرية بأنها أي تجمع أو لقاء أو مسيرة أو تظاهرة أو إضراب سلمي أو أي أحداث أخرى ذات طابع جماهيري.

6.2 The organization and conduct of mass events is governed by the Law on Mass Events of 30 December 1997.
6-2 ويخضع تنظيم التجمعات الجماهيرية وتسييرها لقانون التجمعات الجماهيرية الصادر في 30 كانون الأول/ديسمبر 1997.

Furthermore, the article referred to should, in any event, be interpreted in the context of " ensuring realization of the constitutionally mandated right of the citizens of the Russian Federation to peaceful assembly [...], to hold rallies, meetings, demonstrations, marches and picketing " as stated in the preamble of the Federal Law on Mass Events.

It further notes the author's contention that the national legislation on Mass Events does not spell out the notion of " invented problem " as a ground for denying authorization to hold a mass event.
وتلاحظ كذلك حجة صاحب البلاغ بأن التشريعات الوطنية فيما يتعلق بالتظاهرات الجماهيرية لا تنص على مفهوم " المشكلة المصطنعة " كسبب لرفض الإذن بتنظيم تظاهرة جماهيرية.

2.4 On 20 March 2008, the Executive Committee of Zhodino City informed the organizers that it could not examine their request of 19 March 2008, as it did not satisfy the requirements set out in the Law on Mass Events.
