These encompassed the question of the implementation of Charter provisions related to the assistance to third States affected by sanctions, for which a new working paper was submitted; the proposed draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions; and the question of the strengthening of the role of the Organization and enhancing its effectiveness.

Consideration of the proposed draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts fell within the Special Committee’s mandate and did not duplicate the work of other United Nations bodies dealing with peacekeeping, with which the Special Committee should improve its coordination.
وأضاف قائلا إن النظر في مشروع اﻹعلان المتعلق بالمبادئ والمعايير اﻷساسية لنشاط بعثات اﻷمم المتحدة لحفظ السلام وآليات منع اﻷزمات والنزاعات وتسويتها أمر داخل في ولاية اللجنة الخاصة ولا يمثل ازدواجا للعمل مع هيئات اﻷمم المتحدة اﻷخرى المعنية بحفظ السلام، التي ينبغي للجنة الخاصة أن تحسن تنسيقها معها.

29. Lastly, his delegation was agreeable to giving more in-depth consideration to the draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions, submitted by the Russian Federation.

It also believed that the proposal by the Russian Federation entitled " Draft declaration on the basic principles and criteria for the work of the United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts " deserved further consideration.
وهو يعتبر أيضا أن مقترح الاتحاد الروسي المعنون " مشروع إعلان بشأن المبادئ والمعايير اﻷساسية لنشاط بعثات حفظ السلم وآليات منع نشوب اﻷزمات والنزاعات وتسويتها التابعة لﻷمم المتحدة " يستحق أن يستعرض على نحو أعمق.

Among proposals regarding the identification of new subjects for consideration in the Special Committee, the Committee discussed the proposal entitled " Draft declaration on the basic principles and criteria for the work of the United Nations peace-keeping missions and mechanisms for the prevention and settlement of crises and conflicts " .

With regard to the identification of new subjects for consideration by the Special Committee, it had before it a working paper entitled " Draft declaration on the basic principles and criteria for the work of United Nations peace-keeping missions and mechanisms for the prevention and settlement of crises and conflicts " , submitted by the Russian Federation (A/AC.182/L.89) (see para. 128 below).

As to the future work of the Special Committee, her delegation had noted with interest the working paper of the Russian Federation entitled " Draft declaration on the basic principles and criteria for the work of the United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts " .
١٤ - أما فيما يتعلق باﻷعمال المقبلة للجنة الخاصة، أحاطت علما مع الاهتمام بورقة العمل التي قدمها الاتحاد الروسي والمعنونة " مشروع إعلان بشأن المبادئ والمعايير اﻷساسية لنشاط بعثات حفظ السلم وآليات منع نشوب اﻷزمات والنزاعات وتسويتها التابعة لﻷمم المتحدة " .

58. The Russian Federation also submitted to the Working Group the following informal working paper entitled " Some views on the importance of and urgent need for the elaboration of a draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts " (A/AC.182/L.89/Add.1), reading as follows:
٥٨ - وقدم الاتحاد الروسي أيضا الى الفريق العامل ورقة العمل غير الرسمية التالية المعنونة " بعض التصورات المتعلقة بأهمية وضرورة وضع مشروع إعلان بشأن المبادئ والمعايير اﻷساسية لعمل بعثات وآليات اﻷمم المتحدة لحفظ السلام في مجال منع نشوب اﻷزمات والنزاعات وتسويتها " )A/AC.182/L.89/Add.1(، وفيما يلي نصه:

An extensive exchange of views had taken place regarding the working papers submitted by the Russian Federation on the question of a draft declaration on the basic principles and criteria for the work of the United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts (A/52/33, paras. 39-58).
وجرى تبادل لﻵراء واسع النطاق بشأن ورقات العمل التي قدمها الاتحاد الروسي بشأن مسألة مشروع إعلان بشأن المبادئ والمعايير اﻷساسية لعمل بعثات وآليات اﻷمم المتحدة لحفظ السلام في مجال منع نشوب اﻷزمات والنزاعات وتسويتها )A/52/33 الفقرات ٣٩-٥٨(.

17. His Government had noted with appreciation the working paper submitted by the Russian Federation on the elaboration of a draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts (A/52/33, para. 58).
١٧ - ومضى يقول إن حكومة بلده لاحظت مع التقدير ورقة العمل التي قدمها الاتحاد الروسي عن وضع مشروع إعلان بشأن المبادئ والمعايير اﻷساسية لعمل بعثات وآليات اﻷمم المتحدة لحفظ السلام في مجال منع نشوب اﻷزمات والنزاعات وتسويتها A/52/33)، الفقرة ٥٨(.

3. The draft declaration, submitted by the Russian Federation, on the basic principles and criteria for the work of the United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts (A/51/33, para. 128) contained innovative ideas.
٣ - ومضى قائلا إن مشروع اﻹعلان الذي قدمه الاتحاد الروسي بشأن المبادئ والمعايير اﻷساسية لنشاط بعثات حفظ السلام وآليات منع نشوب اﻷزمات والنزاعات وتسويتها التابعة لﻷمم المتحدة )A/51/33، الفقرة ١٢٨( تتضمن أفكارا ابتكارية.

15. With regard to the draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions and mechanisms, his delegation saw it as a document that was all the more useful in that peacekeeping operations were becoming increasingly complex and diversified.
١٥ - وفيما يتعلق بمشروع اﻹعلان المتعلق بالمبادئ والمعايير اﻷساسية لنشاط بعثات وآليات حفظ السلام التابعة لﻷمم المتحدة، قال إن الوفد البرازيلي يعتبره وثيقة ذات نفع لا سيما وأن عمليات حفظ السلام تزداد تعقيدا وتنوعا.

As for the draft declaration on the basic principles and criteria for the work of United Nations peacekeeping missions and mechanisms for the prevention and settlement of crises and conflicts, her delegation believed that the time had come for the formulation of principles to guide the operation of such mechanisms, although it was yet to be determined how that objective should be achieved.
٤٦ - أما بخصوص مشروع اﻹعلان المتعلق بالمبادئ والمعايير اﻷساسية لنشاط بعثات حفظ السلام وآليات منع نشوب اﻷزمات والنزاعات وتسويتها التابعة لﻷمم المتحدة، فأعربت عن اعتقاد وفدها بأن الوقت قد حان لصياغة مبادئ لتوجيه عمل هذه اﻵليات، ولكن ما زال ينبغي تحديد كيفية تحقيق هذا الهدف.
