48. As with the heavy support package, the United Nations and the African Union jointly provided a technical briefing to the Government of the Sudan on the hybrid operation.

The Group noted that the Operation must work within frameworks corresponding to the tasks set out in the report of the Secretary-General and the Chairperson of the African Union Commission on the hybrid operation in Darfur (S/2007/307/Rev.1) and reaffirmed by the Security Council in its resolution 1769 (2007).

The African Union-United Nations agreed framework on the hybrid operation envisaged that elements of its mandate would be drawn from the Darfur Peace Agreement, the current AMIS mandate, the Secretary-General's report of 28 July 2006 on Darfur (S/2006/591) and relevant communiqués of the African Union Peace and Security Council and resolutions of the United Nations Security Council.

The participants discussed the comprehensive clarifications jointly provided by the African Union and the United Nations on the hybrid operation in Darfur, as contained in the report of the Secretary-General and the Chairperson of the African Union Commission on the hybrid operation (S/2007/307/Rev.1), in particular its specific recommendations about the mandate and structure of the operation and details on its various components and tasks.

At the same time, progress has been made in mobilizing support for the political process, with the objective of making the Darfur Peace Agreement more inclusive while building consensus for the urgent deployment of a United Nations-African Union force on the ground, as envisaged in the joint African Union-United Nations report on the hybrid operation in Darfur (S/2007/307/Rev.1).
