17. Reiterates its concern about the large number of overdue reports on the implementation by States parties of certain United Nations instruments on human rights, and:

The Committee against Torture, in its general comment no. 2 (2008) on the implementation by States parties of article 2 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, has listed guarantees for all persons deprived of their liberty, including the right to challenge the legality of their detention or treatment.
18- وقد أوردت لجنة مناهضة التعذيب، في تعليقها العام رقم 2(2008) بشأن تنفيذ الدول الأطراف للمادة 2 من اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، قائمة من الضمانات الخاصة بجميع الأشخاص الذين سلبت حريتهم، بما فيها حق الطعن في شرعية احتجازهم أو معاملتهم.

21. Endorses the recommendation of the persons chairing the human rights treaty bodies that each treaty body, in its examination of States' reports, place emphasis on the implementation by States parties of their obligations regarding human rights education and the provision of public information on human rights;

16. Welcomes the efforts to eliminate the backlog of reports on the implementation by States parties of United Nations instruments on human rights and the progress made in ensuring timely consideration of reports of the human rights treaty bodies;
16 - ترحب بالجهود الرامية إلى الحد من التقارير غير المنجزة عن تنفيذ الدول الأطراف لصكوك الأمم المتحدة المتعلقة بحقوق الإنسان، وبالتقدم المحرز في ضمان النظر في تقارير الهيئات المنشأة بموجب معاهدات حقوق الإنسان في حينها؛

23. In paragraphs 19 and 20 of resolution 53/138, the General Assembly reiterated its concern about the increasing backlog of reports on the implementation by States parties of certain United Nations instruments on human rights and about delays in consideration of reports by the treaty bodies and about the large number of overdue reports under the United Nations instruments on human rights.

Reiterates its concern about the backlog of reports on the implementation by States parties of certain United Nations instruments on human rights and delays in consideration of reports by the treaty bodies, as well as the large number of overdue reports, and again urges States parties to make every effort to meet their reporting obligations "

23. Furthermore, the Board held a meeting with the Secretary of the Committee against Torture to take stock of the recently adopted General Comment No. 3 on the implementation by States parties of article 14 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, concerning the obligation of States to give redress and provide rehabilitation to victims of torture.
