The Secretary-General will address an informal meeting of the plenary of the General Assembly on the report of the High-level Panel on Threats, Challenges and Change.

However, several delegations found that the Secretary-General's report is not sufficiently balanced, contains omissions and does not sufficiently reflect the views expressed by many Member States during the debates on the report of the High-level Panel on Threats, Challenges and Change and on the report of the Millennium Project.

25. During the summer of 2007, informal consultations had been organized on the report of the High-level Panel on system-wide coherence, and a number of delegations had emphasized the need to ensure that the system of intergovernmental consultations was maintained.
