First, it was important to link the examination of the topic of disaster risk reduction to the right of indigenous peoples to self-determination, as articulated in the Expert Mechanism's followup study on the right to participate in decision-making, with a focus on extractive industries, specifically paragraphs 11, 12, 44 and 45, as well as Expert Mechanism advice No. 4, and its comment on the Guiding Principles on Business and Human Rights.

In the light of these developments, the Human Rights Committee should consider reviewing its general comment No. 25 (1996) on the right to participate in public affairs, voting rights and the right of equal access to public service, so as to reflect the progressive evolution of international human rights law in this field.
