On the one hand, the concern was expressed that paragraph (4) might have undesirable restrictive implications and might be interpreted to the effect that persons or entities other than Government agencies did not have the right to choose the particular certification authority, class of certification authorities or class of certificates that they wished to use in connection with messages or signatures they received.
