At a special session, the OSCE Permanent Council, on 11 March, adopted Decision No. 218 which, along the lines of the Chairman-in-Office's action plan, called for the sending of Mr. Gonzalez as Personal Representative, the return of OSCE missions and the urgent beginning of a meaningful dialogue without preconditions and with the participation of an outside representative or representatives.
