6. The Fourth Review Conference affirmed that the use by States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the Convention. [IV.I.3]
6- وأكد المؤتمر الاستعراضي الرابع أن استعمال الدول الأطراف للعوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات بأي وسيلة وتحت أي ظروف، على نحو لا يتسق مع أغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية هو فعلياً انتهاك للمادة الأولى من الاتفاقية. [IV.I.3]

We therefore attach great importance to the establishment of control over quantities of microbial or other biological agents and toxins which can provide reliable justification for their use only in protective or other peaceful purposes.

10. The Third and Fourth Review Conferences noted that experimentation involving open-air release of pathogens or toxins harmful to man, animals or plants that has no justification for prophylactic, protective or other peaceful purposes is inconsistent with the undertakings contained in Article I. [IV.I.7, III.I.4]
10- لاحظ المؤتمران الاستعراضيان الثالث والرابع أن التجريب الذي ينطوي على إطلاق المسببات المرضية أو التكسينات المضرة بالبشر أو الحيوانات أو النباتات في الجو والتي لا مبرر لها لأغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية يتعارض مع التعهدات الواردة في المادة الأولى. [IV.I.7؛ III.I.4]

A growing number of States parties were showing interest in developing nuclear programmes aimed at addressing their long-term energy requirements and other peaceful purposes.
